Workplace & IT Buying

Why the Cheapest IT Quotation Isn't Always the Best Deal

The cheapest IT quotation is only the best deal if it quotes the same thing as the others: the same part number, warranty, operating system, delivery terms and GST treatment. When those differ, the lowest headline price can turn into the highest total cost of ownership (TCO). This guide shows how to line quotations up like for like, using the ASUS ExpertBook B1 B1403CVA-NJ1209X and ASUS ExpertBook P3 P3406CCA-LY0040X listings on our store as examples of what a complete line item looks like, and ends with an illustrative TCO comparison with every assumption stated.

The like-for-like checklist

Line item What to check Example of a complete line
Exact part number Model name alone is not enough; configurations differ ExpertBook B1 B1403CVA-NJ1209X, part number 90NX0811-M0AWN0
Core spec Processor, memory, SSD, screen, webcam, battery Core 7 150U / 16GB DDR5 / 512GB SSD / 14" FHD / 42Wh
Operating system Windows 11 Pro or Home Windows 11 Pro
Warranty Years, onsite or carry-in, response time, battery 3 years onsite, next business day, battery 3 years (per listing)
GST Is the price inclusive or exclusive of 9% GST? Stated on every quotation line or total
Delivery and setup Included, charged, or not mentioned Stated separately
Lead time In stock, or weeks to order Live stock shown on the product page
Compatibility Do docks, chargers and accessories match the laptop's ports? Dock type matched to USB-C or Thunderbolt

Why exact part numbers matter

The same model name can cover several configurations. Our ASUS ExpertBook B1 B1403CVA-NJ1209X listing (S$1,499 as listed on 23 Oct 2026, in stock) shows three B1403CVA configurations that share the processor, display and ports but differ in memory, storage, webcam, battery and mouse: 16GB/512GB with a 720p camera and 42Wh battery, 16GB/1TB with a 1080p camera and 50Wh battery, and 32GB/512GB with a 1080p camera and 50Wh battery. A quotation that says "ExpertBook B1, Core 7, 16GB" could be any of them. Ask every supplier for the full model and part number, then compare those.

Is the warranty the same on both quotations?

Warranty is the line most often left vague. One quote may include a 1-year carry-in term; another may include 3 years onsite. The ExpertBook B1 and the ASUS ExpertBook P3 P3406CCA-LY0040X (S$2,099, in stock) are both listed with 3 years of onsite service, next business day, with the battery covered for the same term. If a cheaper quote lists a shorter or carry-in term, price the upgrade or the downtime before comparing. Our post on the hidden costs of cheap IT equipment shows how to put a figure on downtime.

Windows 11 Pro or Home?

A lower price can come from a Home edition. Business fleets generally need Pro for management; the ExpertBook listings state Windows 11 Pro and describe it as ready for domain or Microsoft Entra ID join and Intune management. If one quote has Home, either ask for the Pro configuration or add the cost of upgrading. Software subscriptions belong on the comparison too: if one quote bundles Microsoft 365 Business Standard (S$213 per user per year as listed) and another does not, the totals are not comparable.

Is GST included?

The current GST rate in Singapore is 9%, according to IRAS, and IRAS states that GST-registered businesses must display GST-inclusive prices. Business quotations are still often laid out with a subtotal before GST, so a quotation without GST can look 9% cheaper than one with it. Check that each quote states whether GST is included and that the supplier will issue a GST invoice; our guide to red flags when buying IT online covers how to check a supplier's GST registration.

Delivery, setup and lead time

Delivery, asset tagging, imaging and old-device collection can be included in one quote and charged separately in another. Lead time is a cost too: a cheaper laptop that arrives after a new hire's start date means a loan unit or lost days. Stock on our product pages is live, and both ExpertBook models above showed stock on 23 Oct 2026. For larger rollouts, Before You Buy 50 Office Laptops sets out delivery and asset-tagging questions.

Do the accessories actually fit?

Accessory lines hide compatibility mistakes. The ExpertBook B1 has two USB 3.2 Gen 2 Type-C ports with display output and power delivery but no Thunderbolt, so pairing it with the Lenovo ThinkPad Thunderbolt 4 Dock (S$360) pays for a capability the laptop cannot use. A USB-C dock such as the Targus USB-C 4K HDMI/VGA dock with 100W (S$101.04) is the like-for-like match. The ExpertBook P3, which has Thunderbolt 4, is where a Thunderbolt dock makes sense. More examples of this mismatch are in 7 IT Products Companies Keep Overpaying For.

An illustrative three-year TCO comparison

This example is illustrative. Both quotations are hypothetical and every figure is an assumption chosen to show the method; substitute your own.

Assumption, 10 laptops over 3 years Quote A (cheaper headline) Quote B
Unit price (assumed) S$1,350 before GST S$1,480 including GST
Hardware for 10 units S$13,500 + 9% GST = S$14,715 S$14,800
Warranty 1 year carry-in; extension to 3 years assumed at S$150 per unit + GST = S$1,635 3 years onsite, next business day, included
Delivery (assumed) S$100 + GST = S$109 Included
Failures over 3 years (assumed) 2 x S$825 downtime = S$1,650 2 x S$150 downtime = S$300
Three-year total S$18,109 S$15,100

The downtime figures reuse the worked example in Cheap IT Equipment Can Be Expensive: S$300 per user-day, 50% of work lost, 5.5 days for a carry-in repair and 1 day for onsite. On these assumptions Quote A looks S$130 cheaper per unit and ends up about S$3,000 more expensive. Change the assumptions and the gap changes, which is why the method matters more than this result.

Frequently asked questions

How do I compare two IT quotations fairly? Line them up by exact part number, operating system edition, warranty type and term, GST treatment, delivery and setup, and lead time. Only compare totals once those match.

What is the GST rate on IT purchases in Singapore? IRAS lists the current GST rate as 9%. Check whether each quotation is inclusive or exclusive of GST.

Why do part numbers matter on a laptop quotation? One model name can cover several configurations. The ASUS ExpertBook B1 B1403CVA, for example, comes in three configurations with different memory, storage, webcam and battery.

What is total cost of ownership for laptops? The purchase price plus warranty extensions, delivery, setup, software and the cost of downtime over the time you keep the devices.

Is a Thunderbolt dock needed for every business laptop? No. Only laptops with a Thunderbolt port use its extra capability. A laptop with USB-C display and power delivery, such as the ExpertBook B1, pairs with a USB-C dock.
