A Server Licence Is Only Half of What You Need
This is the server licence under Microsoft's Server plus CAL model. On its own it entitles you to run the software; it does not entitle anyone to connect to it. Every user or device that accesses the server needs a Client Access Licence as well, and CALs are bought separately — we list both the User CAL and the Device CAL.
Microsoft's Product Terms set the scope of the server licence itself: “For Products under the Server/CAL License Model, customer may use one Running Instance of server software in either a Physical OSE or Virtual OSE on a Licensed Server for each License it acquires.” One licence, one running instance, physical or virtual.
The model is worth choosing deliberately. Server plus CAL usually wins where a modest number of known users or devices connect to a server with a lot of cores. Per-core licensing usually wins where user numbers are large, unknown, or external. We will cost both for you before you commit.
Server Plus CAL Is Standard Edition Only
Microsoft's licensing guidance states it plainly: “Server + CAL licensing is only available with Standard edition and is not available with Pay-as-you-go billing.” There is no Enterprise server licence and no Enterprise CAL. If your workload needs Enterprise, per-core licensing is the only route.
Standard edition itself is capped at the lesser of four sockets or 32 cores, with a 256 GB buffer pool per instance and a 524 PB maximum database size. Partitioning, data compression, In-Memory OLTP and — new in SQL Server 2025 — Resource Governor are all included. Full Always On availability groups, online index rebuild and Transparent Data Encryption are not; those are Enterprise.
Every Connecting User or Device Needs a CAL, Including Unattended Ones
This is where SQL Server orders most often go wrong. Microsoft's licensing guidance is explicit: “CALs are required even when the server is accessed indirectly. Additionally, all devices accessing SQL Server require a CAL, even if they are not attended to by a human.”
In practice that means putting a web front end or a middle-tier application server between your users and the database does not reduce the number of CALs you need. This is the multiplexing rule, and it catches out a great many buyers who assume one application server means one CAL.
It also means unattended devices — scanners, sensors, kiosks, machines on a production line — need CALs of their own. If you are licensing a shop floor or a fleet of shared terminals, Device CALs are usually the cheaper answer; if your staff each use several devices, User CALs are.

What Microsoft Does Not Publish for This SKU
Microsoft's pricing datasheet lists a single CAL price and does not publish separate User CAL and Device CAL list prices, so we do not either. Nor does it publish Software Assurance pricing or a Singapore-dollar price for the standalone server licence.

When Per-Core Licensing Is the Better Buy
If the number of users or devices is large, unknown, or outside your organisation — a public-facing web application, for instance — counting CALs becomes impossible and per-core licensing is the answer. Under per-core, Microsoft confirms that “unlimited users and devices can access SQL Server… without Client Access Licenses”. Extended Security Updates
Microsoft calls the programme “a last resort paid option… a temporary bridge”. It delivers critical security updates only, for up to three years past the extended end date, on Enterprise and Standard editions only. Microsoft publishes no list price for it.

Discontinued and Deprecated in SQL Server 2025
Microsoft lists the following as discontinued in SQL Server 2025: Data Quality Services, Master Data Services, Azure Synapse Link, Purview access policies, Web edition, and Express with Advanced Services. Hot add CPU and lightweight pooling (fiber mode) are deprecated. Check any dependency on these before you upgrade.
Editions Microsoft Publishes for 2025
Enterprise, Standard, Enterprise Developer, Standard Developer, Evaluation and Express. Standard Developer edition is new in 2025 and, like Enterprise Developer, is free and licensed for development and test only, not production. Express is free and its maximum database size is now 50 GB, raised from earlier versions; Express with Advanced Services has been folded into Express and discontinued as a separate edition.

Does this licence include any CALs?

How many CALs do I need?
One per accessing user, or one per accessing device, whichever model suits you — and you may mix the two. Count every user or device that touches the data, including through a web or application tier, and including unattended machines.
Does a web application reduce the CAL count?
No. Microsoft states that “CALs are required even when the server is accessed indirectly”. This is the multiplexing rule and it is the most expensive misunderstanding in SQL Server licensing.
Can I buy Enterprise edition this way?
