What Plan 2 adds over Plan 1
One thing, and it is the thing that matters: the Visio DESKTOP APPLICATION. Microsoft's comparison lists Plan 1 as the Visio web app, and Plan 2 as the Visio web app plus the Visio desktop app. Plan 2 also carries what Microsoft describes as access to more than 250,000 shapes through the Visio online content ecosystem, against thousands of shapes and Microsoft product icons for Plan 1, and data connectivity with two-way sync. If you need an installed Visio, this is the subscription plan that provides it.
Storage is NOT a difference between the plans
Microsoft states that both Visio Plan 1 and Visio Plan 2 come with 2 GB of storage on OneDrive for work or school. Not more for Plan 2. This is a common assumption, and it is wrong. Choose between the plans on the desktop application and the shape library, not on storage.
Data linking, and where it actually works
Microsoft's position is precise: data linking is only available through the Visio desktop app, though data-linked diagrams can be viewed in Visio for the web.
