The one thing to understand before you buy
Visio Plan 1 is the WEB-ONLY plan. Microsoft's own comparison lists Plan 1 as Visio web app, and Plan 2 as Visio web app plus Visio desktop app. There is no desktop Visio application with this plan on any platform — not on Windows, not on macOS. If your users expect to open Visio from the Start menu, you need Plan 2 or a perpetual licence, and buying Plan 1 will disappoint them on day one. This is the most common mis-purchase in the Visio range and it is the reason this paragraph is first.
What Plan 1 does give you
Diagram creation, editing, viewing, sharing and commenting in a browser, with what Microsoft describes as thousands of shapes and Microsoft product icons. It includes 2 GB of storage on OneDrive for work or school — Microsoft publishes the same 2 GB for Plan 2, so storage is not a reason to choose between them. Visio files can be viewed, edited, commented on and collaborated on inside Microsoft Teams. Microsoft's comparison lists up to 5 PCs per user for both plans.
Data-linked diagrams: view, not build
Microsoft is precise about this and so are we. Data linking is only available through the Visio desktop app; in Visio for the web you can VIEW data-linked diagrams. So a Plan 1 user can open and read a diagram that somebody else linked to live data, but cannot create or maintain that link. If linking diagrams to Excel, SQL Server or SharePoint data is part of the requirement, Plan 1 is the wrong plan.
What Plan 1 does not include
Visio Plan 1 is the web application only — there is no desktop Visio application on Windows or on macOS. Microsoft publishes no confirmation of Power BI embedding or information rights management for Plan 1 specifically, so neither is claimed here.
